Devolution PS Marwa given 24 hours ultimatum to appear before PAC

Nairobi, KENYA: Parliamentary Accounts Committee has warned that Devolution Principal Secretary Nelson Marwa has to appear before the committee within 24 hours after failing to appear before the committee on Wednesday.

Addressing the media on Wednesday at parliamentary buildings PAC chair Opiyo Wandayi said that the committee is dismayed after Marwa failed to appear before his committee to answer queries related to National Youth service saga.

“The committee directs that Nelson Marwa, appears before, us tomorrow, in person at 10 am, in whatever state .” Wandayi directed.

His representative Simon Ole Kigotty indicated that Marwa’s failure to appear before the committee was not in bad faith and it was not the ministry’s intention to disregard house committees.

Wandayi warned that if the PS fails to appear before the committee on Thursday he risks a spate of summons in the near future.

“That is the last chance we are giving him failure to do so, we shall summon him in writing, and you know the consequences.”He added.

The committee insisted that under article 145 of the constitution parliament has a core mandate of inviting and summoning any person without exception to appear before it on any matter.

He insisted that Marwa ought to have appeared before the committee pointing that his invitation to the committee was in respect to grave constitutional matter of examination of accounts of his department, whose result would affect the share of revenues between the national government and the county government.

He added that the committee is cardinal following the fact that parliament relies on the committee, to determine what accounts of revenues will be shared between those two levels of government.
