Nairobi, KENYA: Opposition chief Raila Odinga has proposed a new Bill that will ensure businessmen working with governments get paid on time.
Speaking in Nairobi on Thursday, Odinga said that The Prompt Payment Bill, 2016 is expected to ensure that the entrepreneurs are paid within 30 days.
“When the Bill becomes law it shall apply to all public authorities that are procuring entities in both the national and county governments,” Mr. Odinga said.
He added that delayed payments have led to businesses being bankrupt and the most affected are women and youth.
“Even after delayed payments they are forced to offer bribes. The payments come as late as a year later after conducting the transactions,” Mr. Odinga alleged.
He noted that the country had a collective responsibility of fighting corruption.
“I promised to make a number of suggestions on how we can fight corruption together without waiting for President Uhuru Kenyatta. I reiterate now, that Jubilee has no will to fight corruption and in the little they have tried they have run out of ideas. It has become clear that we cannot wait for help from the government because it is aging and abetting corruption,”Mr. Odinga fumed.
He concluded that The Prompt Payment Bill 2016,would help in fighting corruption during public procurement.
