The Independent Electoral and Boundary Commission IEBC Wednesday proposed drastic changes in the Elections Act aimed at sealing all loopholes for elections rigging.
The proposed amendments if passed by parliament would ensure voter registrations are not conducted during electioneering periods.
IEBC chairman Isaack Hassan told the committee of parliament on justice that his commission was also working on modalities to stop voter registrations during referendums.
The proposal will also stop Kenyans from registering more than once as voters.
IEBC has blamed some sections of the Elections Act on electoral woes facing the country.
