County governments will not return to the treasury fifty billion shillings which were not utilized by some counties in the 2013/2014 financial year, planning and devolution cabinet secretary Ann Waiguru, said on Monday.
Speaking to journalists in Nairobi, Waiguru said the funds will be carried forward and used in various projects to be undertaken in counties this financial year.
“Counties don’t return money to treasury ,their money is held by their county treasury,’’ Waiguru said.
She observed that absorption of funds in the counties was extremely slow because of challenges during the transition period from central governance to devolved form of administration.
On famine, the cabinet secretary refuted claims that her ministry had not dispatched relief food to counties hit by hunger especially Elmollo.
She instead faulted the committee on food which entails representatives from the ministry, county commissioners and office of the governors, which she said was supposed to liaise with the drought management commission to execute the program.
